Oftel has issued a draft document that, if approved, could force BT to allow other operators to place DSL (Digital Subscriber Line) technology in its local exchanges within months.

The document calls for the company to upgrade and unbundle the local loop, and opens the doors to the provision of high-speed information services to customers. Oftel says the conditions should come into effect from August 8.

Oftel says: "Operators should be able to place orders with BT for co-location of equipment in BT’s exchanges from September 1, and work must be completed in time to ensure that operators can launch their services to customers by July 2001."

European regulators have also moved forward BT’s deadline for local-loop unbundling. The loop must now be unbundled by the end of the year, the previous deadline was July 2001.
